The goal of Guangcai Program is that the well-off group helps underdeveloped groups and therefore achieves common prosperity.

The spirit of Guangcai Program is: think of the source of getting rich, make progress after becoming affluence, help those in danger and assist those in trouble, carry out philanthropic work, value both virtue and profit, grow the business to repay the society.

The Guangcai Program invests in poverty alleviation activities with market economic practices. It focuses on Development of West China. By combining the strength of non-state-owned enterprises in fund, technology, human resource and management with the strong points of remote and central and west region in resource and labor, the Cause advances the development of economy, education, public health and culture in underdeveloped areas through project investment and other methods such as donating, exploring resources, establishing companies, training human resource, promoting trade, etc.

According to statistics, the number of participants in Guangcai Program, including private entrepreneurs, non-state-owned business operators, people in industrial and commercial business from Hong Kong, Macro, Taiwan and other countries had reached to 10994 by the end of 2003. 7377 Guangcai Program projects had been implemented and the paid-in investment amounted to RMB 31.459 billion Yuan. 1.4899 million people received training and 1.3448 million job opportunities were created. RMB 4.756 million Yuan was injected into education and public welfare cause. 3.5073 million people in poverty were provided with food and shelter.
Guangcai Program advanced steadily over the past ten years. It experienced stage of "Survey Promotion" and "Project Promotion" and now enters into "Portfolio Promotion". The Cause focuses on project selection, investigation, review and implementation. With policy coordination, capital support and service consultancy, a multidimensional project layout is formed in central west China. Private Owned entrepreneurs diligently engage themselves into this cause. Their spirit of innovation and bold attempt greatly expands the realm of Glorious Program. These entrepreneurs well consider local conditions and create various effective poverty alleviation methods, such as agricultural development, factory investment, technology development, market development, human resource training, re-employment, recruitment, and resident’s relocation, etc.

As a NGO member to Economic and Social Council of United Nations, Society for the Promotion of the Guangcai Program attended ten Sessions of the U.N. General Assembly and a number of other non-governmental conferences organized by United Nations. UNESC has organized experts to visit the Guangcai Program in China for many times. In 2001, proposed by UNESC and Society for the Promotion of the Guangcai Program jointly hosted an "International Workshop on Guangcai Program of the New Century" in Beijing. Over 40 representatives from more than 20 countries attended this workshop and conducted on-site survey. They highly acclaimed the Glorious Program in China. Society for the Promotion of the Guangcai Program cooperated with UNESC and Tibet Autonomous Region government to convene an international seminar on "Poverty Alleviation & Environmental Protection". It also hosted an international seminar on "Social Development Strategy in Northeast Asia" with UNESC and Heilongjiang Provincial People's Government. Society for the Promotion of the Guangcai Program invited The United States Residential Foundation to visit China twice and had many fruitful discussions concerning cooperation on developing low cost housing and poverty alleviation by micro-credit.

In order to commend the Guangcai Program for its great contribution on poverty alleviation and economic development in poverty stricken area, the asteroid (International Permanent Number 7497) discovered by Beijing Schmidt CCD Asteroid Program of Chinese Academy of Science was named as Guangcai Program with approval from International Committee for Small Body Nomenclature on Oct 26th 1999.
